s 229 "contact service provider phone locked"

need solution for s 229 "contact service provider phone locked"
1)i have s109 pst
2)made usb cable with pinouts
Rx-5
Tx-6
Gnd-8
Vcc-14
but still when i connect the mobile pc says "USB Device not recognised"
3)when i connect to pst &take info it gives error "Auto test error "

is there any body to help out pls...
